Why does my iPhone save photos as HEIC?

iPhones save photos as HEIC by default because it stores the same quality in a smaller file. Many Windows apps and web services cannot open HEIC files, which is why conversion is needed.

What quality are the JPGs?

You control it with the quality slider. The default is 92 percent. Higher values produce larger files.
